On 7 November 2025, the Trade Remedies Authority of Vietnam held a public consultation session as part of the anti-dumping investigation into wood fibreboard products originating from China.
The consultation was conducted pursuant to Article 70 of the Law on Foreign Trade Management (2017) and Article 14 of Decree No. 86/2025/NĐ-CP to provide an opportunity for relevant parties to present their views, comments, and information relating to the case.
The session was attended by 49 delegates representing various stakeholder groups, including:
• Trade Remedies Authority of Vietnam – Investigating Authority
• Department of Foreign Trade (DFT) – Ministry of Commerce of Thailand
• Commercial Office – Embassy of Thailand in Hanoi
• Thai Plywood Industry Club (TPPIC)
• Domestic producers
• Foreign producers and exporters
• Importers
• Authorized representatives of parties involved in Case AD21
At the consultation, the investigating authority recorded all submissions from the participants. The views and information provided will be consolidated, reviewed, and considered during the preparation of the final determination, ensuring compliance with principles of fairness and transparency under Vietnamese law and WTO commitments.
The Trade Remedies Authority has completed the minutes of the public consultation and circulated them to relevant parties in the case.
Summary of the case:
• On 25 September 2024, the Ministry of Industry and Trade issued Decision No. 2549/QĐ-BCT initiating an anti-dumping investigation on wood fibreboard products originating from Thailand and China (Case AD21).
• On 5 September 2025, the Ministry of Industry and Trade issued Decision No. 2491/QĐ-BCT imposing provisional anti-dumping measures on wood fibreboard products from the aforementioned countries.
• On 7 November 2025, the investigating authority held a public consultation in a hybrid format (in-person and online) to enable parties to provide information and present their positions concerning the investigation.
In the coming period, the Trade Remedies Authority will finalize the draft final determination and submit it to the Ministry of Industry and Trade for consideration and issuance of the official decision for the case.
