On April 7, 2026, the Trade Remedies Authority of Vietnam (TRAV) under the Ministry of Industry and Trade received information from the Vietnam Trade Office in Mexico regarding the official initiation by Mexico’s Ministry of Economy of an anti-dumping investigation into polyester resin (PET) products originating from Vietnam and Malaysia.
General information about the case
The petitioners in the case are two domestic producers: Alpek Polyester Mexico and Indorama Ventures Polymers Mexico, S. de R.L. de C.V.
The investigated product is polyester resin (PET – Polyethylene Terephthalate), classified under HS codes 3907.61.01 and 3907.69.99.
The dumping investigation period is determined from July 1, 2024 to June 30, 2025, while the injury investigation period is from July 1, 2022 to June 30, 2025.
According to the initiation notice, the petitioners allege that PET imports from the investigated countries have significantly increased in the Mexican market and are being sold at prices lower than normal value, thereby potentially causing material injury to the domestic PET manufacturing industry in Mexico.
Investigation procedures and deadlines for participation
Interested parties, including exporters, importers, and relevant government agencies, have 23 working days to register their participation and submit relevant information and evidence. This deadline is calculated from five days after the initiation decision is published in Mexico’s Official Gazette (DOF).
The final deadline for interested parties to submit information and respond to the investigation questionnaire is May 19, 2026.
