On 17 July 2026, the Ministry of Investment, Trade and Industry of Malaysia (MITI) announced the initiation of an anti-dumping investigation concerning certain aluminium-zinc alloy-coated steel products originating in or imported from Vietnam, China, and Taiwan.
Investigation Covers Multiple Categories of Aluminium-Zinc Alloy-Coated Steel Products
The products under investigation are flat-rolled products of alloy and non-alloy steel plated or coated with aluminium and zinc, which are classified under various HS and AHTN codes. However, the scope of the investigation is determined by the product description set out in the notice of initiation rather than solely by the applicable HS classifications.
The investigation was initiated following a petition filed by the Malaysian domestic industry, represented by NS Bluescope Malaysia.
Vietnamese Exporters Must Respond to the Questionnaire Within the Prescribed Deadline
According to MITI’s notice, the investigating authority will distribute the investigation questionnaire and related documents to interested parties through the Trade Remedies Investigation Management System (TRIMA).
Relevant companies are required to submit their questionnaire responses and written comments no later than 17 August 2026. The information provided by the companies may be subject to on-site verification during subsequent stages of the investigation.
For Vietnamese producers or exporters that were not identified in the petition but wish to participate in the investigation, MITI requires them to register their participation no later than 3 August 2026.
Failure to Cooperate May Result in Higher Anti-Dumping Duties
MITI requires that all questionnaire responses, supporting documents, and written submissions during the investigation be filed electronically through the TRIMA system.
Under Malaysian law and the relevant WTO rules, if a company fails to provide the requested information, submits incomplete or late responses, or otherwise fails to comply with the investigating authority’s requirements, MITI may rely on the facts available in reaching its preliminary or final determination. This may result in the company being subject to a higher anti-dumping duty.
Vietnamese Companies Are Advised to Participate Actively in the Investigation
In light of the investigation, the Vietnam Steel Association and Vietnamese producers and exporters of the products concerned are advised to closely monitor the proceeding and carefully review both the petition and the notice of initiation in order to prepare an appropriate response strategy.
Companies should complete the investigation questionnaire accurately, submit all required information in the prescribed form and within the applicable deadlines, and proactively request an extension where necessary. Exporters that have not received a notification from the investigating authority but export products covered by the investigation to Malaysia are also encouraged to register their participation as early as possible.
In addition, companies should cooperate fully with the investigating authority throughout the investigation, closely monitor the preliminary findings and the methodology used to calculate dumping margins, and provide comments whenever appropriate in order to effectively protect their legitimate rights and interests.
