On November 24, 2024, the Indonesian Safeguard Committee (KPPI) announced an extension of the safeguard measures on EPS resin imports from Vietnam and other countries.
On July 22, 2024, KPPI initiated an investigation to extend the safeguard measures on EPS resin products (HS code 39.3.11.10).
According to KPPI’s latest announcement, Vietnam is not included in the list of developing countries exempt from the safeguard measures on EPS resin. Based on Indonesia’s statistics, Taiwan accounted for 47% of total EPS imports, followed by China at 38%, and Vietnam at 13% in 2023.
KPPI concluded that the domestic industry in Indonesia is still undergoing adjustments and requires the extension of the safeguard measures to mitigate damage. Despite a decline in the volume of imports, both in absolute and relative terms, during the investigation period (2021–2023), Indonesia’s domestic industry could not recover. This is evidenced by a 3% decrease in domestic revenue and a 9% drop in profit during the investigation period.
The safeguard duties are expected to continue for three more years, effective from December 23, 2024, to December 22, 2027, in the form of specific duties as follows:
- Year 1 (12/23/2024 – 12/22/2025): 2,352,478 rupiah/MT
- Year 2 (12/23/2025 – 12/22/2026): 2,328,473 rupiah/MT
- Year 3 (12/23/2026 – 12/22/2027): 2,304,468 rupiah/MT
