According to information from the Vietnam Mission in Geneva, on March 27, 2026, the European Commission issued a notice initiating a safeguard investigation on certain Grain-Oriented Electrical Steel (GOES) products. The investigation is conducted in accordance with the Agreement on Safeguards of the World Trade Organization, aiming to assess the impact of imports on the EU’s domestic industry.
1. General Information on the Case
The products under investigation include: (i) Grain-Oriented Electrical Steel (GOES) classified under CN codes 7225 11 00 and 7226 11 00; and (ii) Steel Lamination Cores (SLC) used in transformers and inductors, classified under CN code 8504 90 13. The corresponding HS codes are 722511, 722611, and 850490.
The investigation was initiated on March 27, 2026, with an expected investigation period of 9 to 11 months. Under EU regulations, interested parties have 15 days from the date of initiation to register their participation and 21 days to submit comments, arguments, or relevant information.
This investigation falls within the EU’s trade remedy framework and aims to determine whether the increase in GOES imports has caused or threatens to cause serious injury to the EU’s domestic industry.

To effectively respond to the investigation, the Trade Remedies Authority of Vietnam recommends that producers and exporters of relevant products closely monitor developments through the European Commission’s investigation management system at tron.trade.ec.europa.eu/tron/TDI/home and carefully review EU safeguard investigation procedures and requirements.
Enterprises are also advised to review their export activities of GOES and related products to the EU market, assess potential impacts, and prepare necessary data and documentation for cooperation with the investigating authority.
