Canada Maintains Anti-Dumping Measures on Oil Country Tubular Goods Imports from Vietnam and Certain Other Countries (OCTG RR-2025-006)

On 22 October 2026, the Canadian International Trade Tribunal (CITT) issued its Order and Reasons concerning the expiry review of anti-dumping measures on imports of oil country tubular goods (OCTG) from Vietnam and certain other countries and territories. Accordingly, Canada will continue to maintain anti-dumping measures on OCTG from Vietnam and the other relevant import sources, with the exception of certain exporters from South Korea and Türkiye. The measures on goods originating in Ukraine have been terminated.

Results of the Expiry Review

On 22 October 2026, the CITT issued its Order and Reasons in expiry review proceeding No. RR-2025-006 concerning anti-dumping measures on OCTG originating in or exported from India, Indonesia, South Korea, Thailand, Türkiye, Ukraine, Vietnam, and the territories of Taiwan, Penghu, Kinmen and Matsu.

The Reasons clarify the basis for the expiry review determination previously announced by the CITT. Accordingly, the anti-dumping measures will remain in force on OCTG imports from Vietnam and the other relevant countries and territories, except for goods exported from South Korea by Hyundai Steel Company and from Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş.

For goods originating in Ukraine, the CITT decided to terminate the anti-dumping measures.

Scope and Period of Review

The CITT established the main period of review (POR) as running from 1 January 2023 to 31 December 2025, together with an interim period from 1 January 2026 to 1 March 2026. For comparison purposes, the CITT also collected and presented information for the interim period from 1 January 2025 to 31 March 2025.

During the review, the CITT continued to determine that domestically produced OCTG constituted like goods to the goods subject to the review and belonged to a single class of goods.

Recommendations for Vietnamese Businesses

Canada’s decision to maintain anti-dumping measures on OCTG imports from Vietnam means that domestic manufacturers and exporters must continue to pay attention to the applicable requirements and potential risks when accessing the Canadian market.

To protect their legitimate rights and interests, affected businesses should take note of the following recommendations:

– Carefully review the CITT’s Reasons: Pay particular attention to findings concerning Vietnam’s production capacity and export orientation to assess the impact of the review determination and adjust export plans to Canada accordingly.

– Comply with the determination and rules of origin: Monitor the allocation and utilisation of quotas in accordance with Canadian regulations while ensuring that goods satisfy applicable origin requirements and related obligations.

– Proactively review applicable duty rates: Where necessary, businesses may consider requesting an administrative review by the Canada Border Services Agency (CBSA) to update normal values and establish appropriate anti-dumping duty rates.

– Diversify export markets: Proactively assess alternative markets to minimise risks arising from the continued application of trade remedies in Canada.

– Coordinate with relevant authorities: Maintain regular communication with the Trade Remedies Authority of Vietnam to obtain timely assistance. Pursuant to Article 104 of Decree No. 86/2025/ND-CP dated 11 April 2025, assistance to Vietnamese traders subject to trade remedy investigations or measures imposed by importing countries or territories is provided on the basis of a written request submitted by the Vietnamese trader or the relevant industry association.

To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
