On March 8, 2022, the Trade Remedies Department, the Ministry of Industry and Trade announced that the Canada Border Services Agency (CBSA) had just issued a notice to investigate and review anti-dumping duties on oil-lead steel pipeline (Oil country tubular goods – OCTG) imported from India, Taiwan (China), Indonesia, Korea, Thailand, Turkey, and Vietnam.
CBSA has investigated the imposition of anti-dumping duties on oil-lead steel pipeline (OCTG) imported from Vietnam and some other countries since 2014. Particularly, the duty rate applied to Vietnam is 37.4%.
The investigation of the imposition of anti-dumping duties on OCTG is to re-determine the normal value and export price as a basis for redefining the dumping margin.
The Trade Remedies Department said that the alleged product is an oil-lead steel pipeline with HS code: 7304.29.00; 7306.29.00. The investigation period took place from January 1, 2021, to December 31, 2021.
The investigation procedure proceeds as follows:
- March 8, 2022: CBSA announced the initiation of the case
- March 29, 2022: Deadline for importers to answer the survey questionnaire
- April 14, 2022: Deadline for exporters to answer the survey questionnaire
- July 28, 2022: Deadline for stakeholders to submit comments on the case
- August 4, 2022: Deadline for submission of counter-arguments on stakeholder’s comments
- September 6, 2022: CBSA issues investigation conclusions
In addition, according to preliminary data from the International Trade Center (ITC) (http://trademap.org), during the investigation period, Vietnam exported about 13 million USD of investigated products to Canada.
Canada investigates the imposition of anti-dumping duties on oil-lead steel pipeline (OCTG)
For enterprises currently under investigation and review of anti-dumping duties on oil-lead steel pipeline, the Trade Remedies Department recommends that stakeholders take the following steps:
- Actively review OCTG exports to Canada;
- Researching and understanding Canada’s regulations and procedures for re-investigation;
- Actively cooperate with the Canadian investigating agency throughout the course of the case (providing complete and timely information and allowing the investigating agency to verify the information, etc.);
If enterprises comply with the above steps, the Trade Remedies Department will have enough information to provide timely support to enterprises, so that enterprises can get the necessary solutions to fight against the anti-dumping measures, reducing the anti-dumping duty to the optimal level.
