On October 7, 2026, the Canadian International Trade Tribunal (CITT) issued its expiry review determination concerning anti-dumping measures on oil country tubular goods (OCTG) originating in or exported from Vietnam and certain other countries and territories. The Tribunal decided to continue the measures against goods from Vietnam while terminating the measures applicable to goods from Ukraine.
Expiry Review Results
The determination was issued by the CITT pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA) in proceeding RR-2025-006.
Under paragraph 76.03(12)(b) of SIMA, the CITT decided to continue the anti-dumping measures on OCTG originating in or exported from Vietnam, India, Indonesia, South Korea, Thailand, Türkiye, and the territories of Taiwan, Penghu, Kinmen, and Matsu. Two exceptions apply: goods exported from South Korea by Hyundai Steel Company and goods exported from Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş.
For products originating in or exported from Ukraine, the CITT decided to rescind the anti-dumping measures pursuant to paragraph 76.03(12)(a) of SIMA. The Tribunal is expected to issue its Statement of Reasons within 15 days of the determination to explain the basis for its review decision.
Scope of Products Subject to the Measures
The products covered by the review include casing, tubing, and green tubes made of carbon or alloy steel, whether welded or seamless (including cast products), heat-treated or not, and regardless of the method used to finish the pipe ends.
These products have an outside diameter ranging from 2 3/8 inches to 13 3/8 inches, equivalent to 60.3 mm to 339.7 mm, and meet or are supplied to meet American Petroleum Institute (API) 5CT specifications, equivalent standards, or enhanced proprietary specifications, in all grades.
The scope excludes drill pipe, pup joints, couplings, coupling stock, and stainless steel casing, tubing, or green tubes containing at least 10.5% chromium by weight.
Recommendations for Vietnamese Businesses
Canada’s decision to maintain anti-dumping measures on OCTG from Vietnam means that manufacturers and exporters of these products should continue monitoring developments in the case and assessing the implications for their business operations in the Canadian market.
Businesses should follow the CITT’s Statement of Reasons to understand the basis for the determination and identify its implications for their export activities. They should also comply with the review determination and the applicable rules of origin.
Where appropriate, businesses may consider requesting an administrative review by the Canada Border Services Agency (CBSA) to update normal values and determine appropriate anti-dumping duties. Diversifying export markets is another option worth considering to mitigate risks associated with continued operations in markets subject to trade remedies.
In addition, businesses should maintain communication with the Trade Remedies Authority of Vietnam to obtain assistance when necessary. Under Article 104 of the Government’s Decree No. 86/2025/ND-CP dated April 11, 2025, assistance to Vietnamese traders subject to trade remedy investigations or measures imposed by importing countries or territories is provided upon a written request from the Vietnamese trader or the relevant industry association.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
