Vietnam Initiates the Fourth Review of Anti-Dumping Measures on Certain H-Section Steel Products from China (Case No. AR04.AD03)

On October 5, 2026, the Ministry of Industry and Trade issued Decision No. 2506/QD-BCT initiating the fourth review of the application of anti-dumping measures on certain H-section steel products originating from the People’s Republic of China (case code AR04.AD03). The review was initiated at the request of Posco Yamato Vina Steel Joint Stock Company, a domestic producer, to review the dumping margin and anti-dumping duty rates applicable to the Jinxi Group.

Previously, on August 19, 2022, the Ministry of Industry and Trade issued Decision No. 1640/QD-BCT announcing the results of the expiry review of the anti-dumping measures on certain H-section steel products originating from China. Under this decision, the anti-dumping measures applicable to the products concerned were extended for an additional five years.

Pursuant to Clause 1, Article 51 of the Government’s Decree No. 86/2025/ND-CP dated April 11, 2025, during the first four years from the effective date of a decision imposing or extending anti-dumping or countervailing measures, the requesting party is entitled to submit an application for an annual review in accordance with the applicable regulations.

On this basis, the Trade Remedies Authority of Vietnam received an application from Posco Yamato Vina Steel Joint Stock Company requesting a review of the dumping margin and anti-dumping duty rates applicable to the Jinxi Group. After examining the application, the Ministry of Industry and Trade decided to initiate the fourth review in case AR04.AD03.

Instructions for Registering as an Interested Party

To safeguard the lawful rights and interests of relevant organizations and individuals, the Trade Remedies Authority of Vietnam requests that interested parties complete the registration procedure in accordance with the applicable regulations.

Specifically, organizations and individuals must prepare an Application for Registration as an Interested Party using the form provided in Appendix I to Circular No. 26/2025/TT-BCT dated May 15, 2025. Applications must be submitted to the investigating authority through the online trade remedies filing system (TRAV ONLINE) at https://online.trav.gov.vn.

In addition to online submission, applications may be sent to the investigating authority by post or email in accordance with the instructions applicable to the case.

The deadline for registering as an interested party is December 28, 2026. Organizations and individuals whose rights and interests may be affected should take note of this deadline to prepare the necessary documentation and complete the registration procedure on time.

Recommendations for Businesses

The fourth review may affect the anti-dumping duty rates applicable to H-section steel imported from China, particularly those applicable to the Jinxi Group, which is subject to the review. Exporters, importers, and other interested parties should therefore closely monitor developments in the case to assess potential impacts on their commercial activities.

Businesses should review their import records, sales contracts, and relevant information concerning the origin of goods, manufacturers, and exporters to prepare for any requests for information. Registering as an interested party within the prescribed deadline will also enable businesses to monitor the investigation more effectively and protect their lawful rights and interests.

Businesses should also distinguish between the initiation of a review and its final outcome. The Ministry of Industry and Trade’s decision to initiate the review does not mean that the existing anti-dumping duty rates have already changed. Any adjustments, if applicable, will be based on the official findings and decisions of the competent authority.

To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
