On October 14, 2026, the European Commission (EC) announced its proposed provisional anti-dumping duties on coiled copper tubes and pipes imported from China, Mexico, Uzbekistan, and Vietnam. For Vietnamese companies, the proposed duty rates range from 12.4% to 14.4%. These are proposed rates for reference purposes only and have not yet become definitive applicable duties.
Products Covered and Proposed Provisional Anti-Dumping Duty Rates
The EC initiated the investigation on March 12, 2026, concerning coiled tubes and pipes of refined copper, which may have a smooth surface or internal grooves and have not undergone further processing. The products are currently classified under CN code ex 7411 10 90 and TARIC code 7411 10 90 10.
According to the summary document published by the EC, the proposed provisional anti-dumping duty rates for Vietnamese companies range from 12.4% to 14.4%. The rates have been determined in accordance with the lesser duty rule, under which the lower of the dumping margin and the injury margin is applied.
For exporters assigned individual dumping margins, the EC will provide detailed information on the methodology used to calculate the corresponding provisional anti-dumping duty rates. Companies should carefully verify their English names in the document published by the EC and promptly notify the EC of any errors identified.
It should be noted that the proposed rates are currently for information and reference purposes only and do not constitute officially applicable duties.
Deadline for Comments and Recommendations for Businesses
According to the EC’s notice, interested parties have three working days from October 14, 2026, to submit comments on the proposed provisional anti-dumping duty rates. Given this short deadline, manufacturers and exporters of products covered by the investigation should promptly review the relevant documents, identify the proposed duty rate applicable to their respective companies, and prepare comments if any issues require clarification or further consideration by the EC.
Businesses should also proactively monitor developments in the investigation, cooperate with the EC throughout the investigation process, and maintain regular communication with the Trade Remedies Authority of Vietnam to obtain timely updates and support and protect their lawful rights and interests.
