On October 1, 2026, the Trade Remedies Authority of Vietnam (TRAV) issued Notice No. 146/TB-PVTM regarding the acceptance of applications for exemption from the application of trade remedy measures for the 2027 period.
The notice was issued pursuant to Articles 12, 13, and 17 of Circular No. 26/2025/TT-BCT dated May 15, 2025, of the Minister of Industry and Trade, providing detailed regulations on certain aspects of trade remedy measures.
1. Eligible Applicants and Exemption Application Documents
Businesses that meet the conditions for exemption from trade remedy measures in the specific cases listed in the appendix to Notice No. 146/TB-PVTM may submit applications for exemption for 2027.
An exemption application must include the documents required under Article 16 and Appendix II of Circular No. 26/2025/TT-BCT.
Businesses should carefully review the applicable exemption conditions, product scope, and required supporting documents to ensure that their applications satisfy the relevant requirements before submission.
2. Notes for Businesses Granted Exemptions in 2026
For businesses that were granted exemptions for 2026 but expect to fully use the allocated exemption volume, they may submit an Application for Additional Exemption pursuant to Clause 4, Article 17 of Circular No. 26/2025/TT-BCT.
Additional exemption applications may be submitted at any time during 2026, enabling businesses to proactively ensure sufficient import volumes where the exemption volume already granted is insufficient for their production and business activities.
3. Application Deadlines and Submission Methods
Pursuant to Clause 3, Article 17 and Article 18 of Circular No. 26/2025/TT-BCT, businesses seeking exemption for 2027 must submit their applications within the prescribed deadline.
Applications may be submitted through the online public service portal of the Ministry of Industry and Trade, or submitted directly or by post in accordance with the prescribed procedures.
Businesses currently using or planning to import goods subject to trade remedy measures should proactively review their import requirements for 2027 and prepare their exemption applications in advance. Timely submission of complete documentation is an important basis for the competent authorities to consider exemption requests in accordance with applicable regulations.
