The Trade Remedies Authority of Vietnam has issued a questionnaire for foreign producers/exporters in the fourth review of the application of anti-dumping measures on certain H-section steel products originating from the People’s Republic of China (case code AR04.AD03).
On October 5, 2026, the Ministry of Industry and Trade issued Decision No. 2506/QD-BCT initiating the fourth review of the application of anti-dumping measures on certain H-section steel products originating from China (case code AR04.AD03). Subsequently, the Trade Remedies Authority of Vietnam issued a review questionnaire for foreign producers/exporters subject to the review, including the Jinxi Group and its related companies.
Deadline for Submitting the Review Questionnaire
The investigating authority requires foreign producers/exporters subject to the review to complete and submit their questionnaire responses no later than November 15, 2026 (Hanoi time).
Pursuant to Article 61 of Decree No. 86/2025/ND-CP, the deadline for responding to the questionnaire is 30 days from the date of receipt. The questionnaire is deemed to have been received seven days after the investigating authority sends it. Companies should take these deadlines into account to prepare their documentation in advance and ensure that all required information is submitted on time.
Cooperation Obligations of Foreign Producers/Exporters
The Trade Remedies Authority of Vietnam requests that the foreign producers/exporters concerned participate in and fully cooperate throughout the review process to safeguard their lawful rights and interests.
If a company fails to submit its questionnaire response within the prescribed deadline or provides inaccurate or incomplete information as requested, the investigating authority may rely on the facts available to reach its conclusions pursuant to Article 75 of the Law on Foreign Trade Management. This may significantly affect the outcome of the review and the anti-dumping duty rate applicable to the company.
Confidentiality of Information and Filing Instructions
Information and data provided by companies, as well as interested parties’ access to information relating to the case, will be handled in accordance with the confidentiality requirements under Article 75 of the Law on Foreign Trade Management and Article 11 of Decree No. 86/2025/ND-CP.
Instructions on how to respond to each section, the submission format, and specific filing requirements are set out in the review questionnaire for companies. Accordingly, foreign producers/exporters should carefully review the instructions, prepare all supporting documentation, and verify the accuracy and consistency of their data before submission.
Full cooperation and compliance with the prescribed deadlines are essential for companies to protect their interests during the review of the anti-dumping measures on H-section steel products exported from China to Vietnam.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
