On September 29, 2026, the Trade Remedies Authority of Vietnam (TRAV) confirmed that it had received a complete and valid application requesting the initiation of an anti-dumping investigation into cold-rolled stainless steel products originating from China, Indonesia, and Taiwan.
The proceeding began on August 4, 2026, when the TRAV received an application from companies representing the domestic industry requesting an investigation. Subsequently, on August 18, 2026, the TRAV issued Notice No. 119/TB-PVTM requesting additional information and documents. On September 14, 2026, the TRAV received the supplementary submission and, on September 29, 2026, confirmed that the application had satisfied all requirements under the applicable trade remedy regulations.
1. Product and Countries and Territory Subject to the Proposed Investigation
Product subject to the proposed investigation: Cold-rolled stainless steel.
Countries and territory subject to the proposed investigation: China, Indonesia, and Taiwan.
The confirmation that the application is complete and valid does not mean that Vietnam has officially initiated an anti-dumping investigation. Rather, this is a procedural step that allows the investigating authority to assess the necessary conditions before submitting its recommendation to the Minister of Industry and Trade for a decision on whether to initiate an investigation.
2. Next Steps
Pursuant to Article 70 of the Law on Foreign Trade Management, within 45 days from the date on which the application is confirmed to be complete and valid, the TRAV will assess the application and submit its recommendation to the Minister of Industry and Trade for consideration of whether to initiate or not initiate the investigation.
The assessment will focus on two main issues:
- Determining whether the applicant has the legal standing to represent the domestic industry in accordance with trade remedy regulations.
- Examining the evidence that the allegedly dumped imports have caused or threatened to cause material injury to the domestic industry, or have materially retarded the establishment of the domestic industry.
Therefore, at this stage, the TRAV has not reached any conclusion as to whether the products from the countries and territory concerned are being dumped or whether they are causing injury to the domestic industry.
3. Matters for Domestic Producers to Note
To support the assessment process and safeguard the legitimate rights and interests of domestic producers and businesses manufacturing and trading like products, the TRAV has requested domestic companies to provide information relevant to the case.
The requested information includes:
- Information about the company;
- Design capacity and production volume of cold-rolled stainless steel from 2021 to 2026;
- The company’s views on the case, including whether it supports, opposes, or has no opinion on the proposed investigation;
- Other documents and evidence that the company considers relevant to the case.
The deadline for submitting information is October 12, 2026.
The collection of opinions and data from domestic producers will serve as one of the bases for the TRAV to assess the size and representativeness of the domestic industry, as well as examine indications of dumping and injury before deciding whether to initiate the investigation.
