On August 22, 2026, the Ministry of Industry and Trade of Vietnam issued Decision No. 2084/QD-BCT on the results of the third review of the application of anti-dumping measures against certain H-section steel products originating from the People’s Republic of China, under Case No. AR03.AD03.
Previously, on November 21, 2025, the Ministry of Industry and Trade issued Decision No. 3411/QD-BCT initiating the third review following a request submitted in October 2025 by the Chinese Jinxi Group of Companies.
Following the investigation, the Ministry of Industry and Trade concluded that there had been a change in the dumping margin applicable to the Chinese Jinxi Group of Companies. Detailed review results are set out in the Notice accompanying Decision No. 2084/QD-BCT.
H-Section Steel Production in Vietnam
Vietnam has gradually developed domestic production capacity for H-section steel. Vietnamese enterprises are currently capable of supplying certain H-section steel specifications to the market, while new investment projects are also aimed at expanding production capacity for H-, I-, U-, and V-section steel and other high-quality steel products.
Notably, Hoa Phat’s Rail and Special Steel Manufacturing Plant has a designed capacity of 700,000 tonnes per year, including U-, I-, H-, and V-section steel products. The project is expected to contribute to domestic supply and reduce dependence on imported section steel products.
As domestic production capacity continues to expand, maintaining anti-dumping measures is significant in creating a fair competitive environment, enabling Vietnamese enterprises to invest in technology, expand production, and improve their ability to meet domestic demand. At the same time, the measures help mitigate the risk of excessive dependence on foreign sources of section steel.
