On October 24, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 2822/QD-BCT on the results of the sunset review of the application of anti-dumping measures against certain flat-rolled products of alloy or non-alloy steel, painted, originating from South Korea and China, under Case No. AD04.
Pursuant to Article 51 of Decree No. 86/2025/ND-CP, the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade (the Investigating Authority) has announced the receipt of review requests from interested parties concerning the application of anti-dumping duties to the above-mentioned products.
According to the notice, interested parties falling within the scope of Article 56 of Decree No. 86/2025/ND-CP are entitled to submit requests for review. The review dossier must contain all information and documents required under Clause 1, Article 57 of Decree No. 86/2025/ND-CP.
Deadline for Submission of Review Requests
The Trade Remedies Authority of Vietnam stated that the deadline for receiving requests for review is September 21, 2026.
Interested parties wishing to request a review should prepare their dossiers in accordance with the applicable legal requirements and submit them to the Investigating Authority within the prescribed deadline.
Painted Steel Production in Vietnam
Vietnam has developed significant production capacity for painted flat-rolled steel, with the participation of numerous domestic enterprises. Companies such as Hoa Sen, Ton Dong A, Nam Kim, and Ton Phuong Nam not only supply the domestic market but also export their products to various foreign markets. This demonstrates that Vietnam has substantial production capacity and can meet a significant portion of the demand for products covered by Case No. AD04.

For products, specifications, or quantities that Vietnamese manufacturers cannot fully supply, imports remain necessary to supplement market supply. Therefore, periodic reviews of anti-dumping measures play an important role in balancing the protection of domestic production capacity, the development of Vietnamese enterprises, and the need to ensure adequate supply and healthy competition in the market.
