On May 21, 2026, the U.S. Department of Commerce (DOC) officially initiated anti-dumping (AD) and countervailing duty (CVD) investigations concerning air compressors imported from Vietnam, Malaysia, and China.
The investigations were registered under case numbers A-552-856 for the anti-dumping investigation and C-552-857 for the countervailing duty investigation. The petitioner is MAT Industries, LLC, which filed the petition on April 30, 2026.
The products under investigation are air compressors, primarily classified under HS codes 8414.80.16.15, 8414.80.16.25, 8414.80.16.35, and 8414.80.16.85. The petition identifies 12 Vietnamese companies alleged to have dumped and received subsidies for exports of the investigated products to the United States.
According to data from the U.S. International Trade Commission (ITC), Vietnam exported approximately USD 81 million worth of the investigated products to the United States in 2025, accounting for around 6% of total U.S. imports of the product. Export value increased by approximately 42% compared to 2023.
For the anti-dumping investigation, the DOC continues to treat Vietnam as a non-market economy and therefore will use surrogate country data to calculate dumping margins. In this case, the petitioner proposed Indonesia, Tunisia, or El Salvador as surrogate countries on the grounds that these countries have a level of economic development comparable to Vietnam and maintain relevant production industries.
The alleged dumping margins for Vietnamese exports range from 52.53% to 106.22% if El Salvador is selected as the surrogate country; from 25.85% to 132.31% if Indonesia is selected; and from 22.06% to 140.39% if Tunisia is selected.
With respect to the countervailing duty investigation, the petitioner did not specify a particular subsidy margin but alleged that Vietnamese producers and exporters benefited from numerous support programs provided by the Government of Vietnam. The alleged subsidy programs cover various categories, including preferential loans, tax incentives, land-related incentives, investment support, discounted utility prices, and financial assistance associated with cooperation programs involving Chinese financial institutions.
According to the DOC initiation notice, the authority has initiated investigations into 43 specific subsidy programs, although the detailed list has not yet been fully disclosed.
The period of investigation for the anti-dumping investigation is from October 1, 2025 to March 31, 2026, while the period of investigation for the countervailing duty investigation covers the entirety of 2025. The injury investigation period spans from 2023 through 2025.
During the investigation process, the DOC will select mandatory respondents based on export data and responses to the Quantity and Value (Q&V) questionnaire. Companies not selected as mandatory respondents in the anti-dumping investigation must still apply for separate rate status if they wish to avoid being subject to the Vietnam-wide duty rate.
Interested parties may also submit comments and rebuttals concerning the product scope. Under the current schedule, the deadline for scope comments is June 9, 2026, and the deadline for rebuttal comments is June 22, 2026.
Under U.S. trade remedy procedures, the DOC is responsible for investigating dumping and subsidy allegations, while the ITC evaluates whether the domestic industry in the United States has suffered material injury. AD and CVD measures will only be imposed if both agencies issue affirmative determinations.
The DOC is expected to issue its preliminary subsidy determination within 65 days from the initiation date and its preliminary anti-dumping determination within 140 days. The authority may subsequently conduct on-site verifications before issuing its final determinations.
