On May 22, 2026, Ukraine issued a notice initiating an anti-dumping investigation concerning coated flat-rolled carbon steel products originating from Vietnam, Türkiye, South Korea, and India.
The initiation notice was officially published in the Official Gazette of Ukraine on May 26, 2026.
The products under investigation are coated, electroplated, or otherwise coated flat-rolled carbon steel products classified under HS codes 7210 70, 7210 90, and 7212 40 according to Ukraine’s tariff classification system.
However, the scope of the investigation excludes certain tin-coated flat-rolled steel products, tinplate, or white tinplate with thicknesses ranging from 0.14 mm to 0.28 mm, featuring lithographic printing and/or protective varnish coatings, used for the production of food packaging and metal cans, supplied in sheet form with dimensions not exceeding 1,000 x 1,000 mm, classified under HS code 7210 70 10 00.
The investigating authority in this case is the Ministry of Economy, Environment and Agriculture of Ukraine, while the decision-making authority is the Interdepartmental Commission on International Trade of Ukraine.
The investigation was initiated based on a petition filed by “MODULE – UKRAINE” LLC and “POLISTIL” LLC. According to the Commission’s preliminary findings, the petition provided sufficient evidence indicating that imports from the investigated countries were allegedly dumped into the Ukrainian market, with dumping margins above the de minimis threshold and import volumes at significant levels.
According to the allegations contained in the petition, imports of coated flat-rolled carbon steel products from Vietnam, Türkiye, South Korea, and India into Ukraine increased by approximately 4.5 times in absolute terms during the 2022–2024 period. Import volumes also doubled relative to domestic production and increased approximately 2.5 times compared to domestic consumption levels.
In addition, average import prices from the investigated countries were alleged to have declined since 2023 and remained significantly lower than the average selling prices of the Ukrainian domestic industry, thereby exerting considerable pressure on the domestic market. The petitioners also alleged that the investigated countries, including Vietnam, possess significant export capacity for the products concerned.
Under the investigation procedures, interested parties are required to register their participation in the investigation and submit requests for hearings to the Ministry of Economy of Ukraine within 30 days from the publication date of the initiation notice.
Interested parties may also submit written comments and relevant information regarding the case within 60 days from the publication date of the initiation notice.
According to the requirements of the investigating authority, all documents submitted to Ukraine must be prepared in Ukrainian or accompanied by a Ukrainian translation. In cases involving confidential information, the submitting party must provide both confidential and non-confidential versions of the documents.
