On 19 January 2026, the Ministry of Industry and Trade issued Decision No. 121/QD-BCT on the imposition of official anti-dumping duties on certain wood fiberboard products originating from the Kingdom of Thailand and the People’s Republic of China.
Pursuant to this Decision, the official anti-dumping duty rates applicable to the investigated products originating from China range from 2.59% to 39.88%, while those applicable to goods originating from Thailand range from 3.09% to 20.20%.
Throughout the investigation, and in accordance with the Law on Foreign Trade Management, the Ministry of Industry and Trade coordinated with relevant authorities and agencies to conduct a comprehensive review and assessment of all aspects of the case. The assessment focused on the impact of dumped imports on the domestic manufacturing industry, as well as the dumping margins of producers and exporters from Thailand and China.
The final investigation conclusions of the investigating authority determined that: (i) imported wood fiberboard products from Thailand and China were dumped; (ii) there was clear evidence of a threat of material injury to the domestic manufacturing industry; and (iii) a direct causal relationship existed between the dumping of the investigated goods and the threat of material injury to the domestic manufacturing industry.
Based on these findings, the Ministry of Industry and Trade decided to impose official anti-dumping measures on certain wood fiberboard products originating from Thailand and China in order to protect the legitimate interests of the domestic manufacturing industry.
In accordance with the applicable legal regulations, the anti-dumping duty rates currently in force may be subject to review and adjustment upon request by interested parties, to ensure that the anti-dumping measure is applied to the appropriate products, is commensurate with the level of dumping, and remains in effect for a reasonable period.
