The Trade Remedies Authority of Vietnam has received information that the U.S. Department of Commerce (DOC) has initiated an investigation into the alleged circumvention of anti-dumping and countervailing duties involving 22.5–24.5 inch steel wheels completed in Vietnam using steel inputs originating from China.
Some preliminary information
The petition was filed by Accuride Corporation and Maxion Wheels USA LLC. The products under investigation fall under several HS codes, including 8708.70.4530, 8708.70.4560, 8708.70.6030, 8708.70.6060, 8716.90.5059, 4011.20.1015, 4011.20.5020, and 8708.99.4850.
The United States alleges that steel wheels completed in Vietnam have used hot-rolled steel (HRS) of Chinese origin to evade the anti-dumping and countervailing duties already imposed on similar Chinese-origin goods. According to the petitioners, imports of HRS from China into Vietnam increased sharply by 291% during 2017–2023, compared with a 12% rise from other sources, raising concerns about possible circumvention.
Previously, the United States conducted a similar investigation in 2023 involving steel trailer wheels completed in Vietnam, but the DOC found no evidence of circumvention because Vietnamese producers did not use Chinese-origin components. That case was terminated in 2024.
U.S. statistics indicate that imports of steel wheels from Vietnam have risen significantly, from USD 7 million in 2018 to USD 76 million in 2024. In the first half of 2025 alone, imports reached USD 90 million. The 2018–2019 period recorded a 500% increase, from USD 7 million to USD 35 million.
Procedurally, once a request is received, the DOC typically decides whether to initiate an investigation within 30 days of filing (24 November 2025), with a potential 15-day extension. A final decision is expected within 300 days of initiation, or 365 days if extended.

Given the complexity of the case, the Trade Remedies Authority recommends that relevant associations and enterprises:
– Review their exports of products falling within the scope of investigation to the U.S. market.
– Study U.S. anti-circumvention rules and procedures to prepare an effective response strategy.
– Fully cooperate with the DOC throughout the investigation.
– Maintain regular contact with the Trade Remedies Authority for updates and support.
