On 3 December 2025, the Ministry of Industry and Trade of Vietnam officially issued Decision No. 3546/QĐ-BCT on the results of the second review of the anti-dumping measure applied to certain polyester staple fiber products originating from India, Indonesia, Malaysia, and China. This marks another step in Vietnam’s ongoing efforts to maintain strict and transparent trade remedy measures to ensure a fair competitive environment for the domestic fiber industry.
This second review was initiated in February 2025 at the request of domestic producers under the Law on Foreign Trade Management. Throughout the investigation, the Ministry followed all principles, procedures, and requirements stipulated in Decree No. 10/2018/NĐ-CP, including collecting information from relevant stakeholders, conducting verification and fact-finding, and assessing the impact of dumped imports on the domestic industry.
According to the final findings, the dumping margins of several manufacturers and exporters from China have changed significantly compared with the previous review. Detailed information on the applicable duty rates for each company is provided in the Notice attached to Decision No. 3546/QĐ-BCT. The adjustments in duty rates are necessary to ensure the continued effectiveness of the anti-dumping measure and to more accurately reflect the actual export situation of foreign suppliers to the Vietnamese market.
The results of this second review are expected to help the domestic polyester fiber industry maintain competitiveness, limit injury caused by dumping practices, and contribute to stabilizing the supply of raw materials for the textile and garment sector. Relevant businesses are advised to closely monitor subsequent guidance documents and comply with reporting and information-submission requirements when requested by the authorities.
