On August 18, 2025, the Minister of Industry and Trade signed Decision No. 2333/QD-BCT and the accompanying Notice on the initiation of an anti-dumping investigation concerning certain ceramic tile products imported from India (Case code: AD23). This investigation carries significant importance, as the domestic ceramic tile industry is facing strong competitive pressure from low-priced imports.
On September 5, 2025, the Trade Remedies Authority of Vietnam (TRAV) issued Notice No. 138/TB-PVTM on the release of the investigation questionnaire for domestic producers and importers concerned in Case AD23.
Under the initial schedule, the deadline for submission of responses was set at 17:00 on October 13, 2025. The questionnaire responses play a critical role in providing the investigating authority with objective data, thereby enabling accurate assessment of injury and dumping practices associated with the imported products.
Based on extension requests submitted by domestic producers—who are directly affected by the investigated imports—the investigating authority reviewed and approved an extension of the deadline. Accordingly, domestic producers as well as importers are permitted to submit their questionnaire responses no later than 17:00 on November 12, 2025 (Hanoi time).
After this deadline, if enterprises fail to provide the requested information, the investigating authority may proceed with an analysis based on available facts, in line with Vietnam’s trade remedy laws. This means that enterprises could lose the opportunity to substantiate and defend their legitimate interests during the investigation process.
TRAV further emphasizes that, except for the extension of the submission deadline, all other requirements set forth in the investigation questionnaire issued under Notice No. 138/TB-PVTM dated September 5, 2025 remain unchanged. Enterprises are advised to carefully review the accompanying guidance to ensure the provision of complete, accurate, and timely information.
In the context of deepening international integration, close cooperation with the investigating authority not only demonstrates compliance but also contributes to protecting the interests of the entire domestic industry. Transparent and timely information from enterprises will serve as an essential basis for competent state authorities to adopt appropriate trade remedy measures, thereby ensuring a fair competitive environment between domestically produced goods and imports.
