On July 16, 2025, the European Commission (EC) officially issued its final determination and imposed anti-dumping (AD) duties on certain hot-rolled steel products imported from Vietnam, Egypt, and Japan into the European Union (EU). Key information regarding the case is as follows:
General Case Information
• Initiation Date: August 8, 2024
• Complainant: European Steel Association (EUROFER)
• Product under investigation: Hot-rolled steel products under CN codes 7208, 7211, 7225, and 7226
Products Excluded from the Scope of Investigation
- Stainless steel or grain-oriented silicon electrical steel
- Tool steel and high-speed steel
- Non-coiled, non-patterned steel, with thickness above 10 mm and width of 600 mm or more
- Non-coiled, non-patterned steel, with thickness between 4.75 mm and 10 mm and width of 2050 mm or more
Investigation Periods
• Dumping investigation period: April 1, 2023 – March 31, 2024
• Injury investigation period: January 1, 2021 – March 31, 2024
Findings of the European Commission
Dumping Margins
After assessing the data submitted by the exporters and applying the necessary adjustments in accordance with EU regulations, the EC determined final dumping margins for Vietnamese products ranging from 0% to 12.1%. These levels remain unchanged from the provisional determination published in April 2025.
Injury to the EU Industry
The EC concluded that the EU hot-rolled steel industry suffered material injury. This was reflected in several key indicators, including declining market share, price pressure, reduced profitability, lower investment levels, and adverse effects on employment.
Allegations Concerning Vietnam’s Export Policies
The EC rejected the complainant’s allegation that Vietnam’s export tax policy—particularly on iron ore and coking coal—created an unfair cost advantage for Vietnamese producers. The investigating authority found insufficient evidence to support this claim.
In reality, during the investigation period, most Vietnamese producers had to import iron ore and coking coal from various foreign sources due to insufficient domestic supply in terms of both quantity and quality. Therefore, domestic export policies did not materially affect input costs.
