Vietnam Seeks Comments on Product Scope in Anti-Dumping Investigation on Coated Steel Products from China and South Korea (Case AD19)

On April 1, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 914/QD-BCT imposing provisional anti-dumping duties on certain coated steel products originating from China and South Korea.

As part of the ongoing investigation, on June 30, 2025, the Vietnam Trade Remedies Authority held a public consultation with the participation of relevant stakeholders to assess and determine the appropriate product scope in the case. During the consultation, the investigating authority recorded various comments regarding the scope of the investigated products.

In addition to the opinions expressed directly at the consultation, several interested parties also submitted written requests to the investigating authority, proposing the exclusion or exemption of certain coated steel grades specifically used in the automotive industry. These submissions were made either through official correspondence or via the Trade Remedies Authority’s online filing system (TRAV ONLINE).

Based on these proposals, the Vietnam Trade Remedies Authority compiled a list of the relevant steel grades along with their corresponding international technical standards to serve as the basis for consideration of possible exclusion or exemption from the application of anti-dumping measures. This list is detailed in the Annex attached to the Notification.

Interested parties are requested to thoroughly review the attached Annex and submit their written feedback to the Authority. The deadline for submission of comments is July 22, 2025.

If no responses are received by the stated deadline, the investigating authority will assume that the parties concerned have no comments regarding the proposed exclusion or exemption of the coated steel grades within the scope of the investigation.
