According to information from the Permanent Mission of Vietnam in Geneva, the UK Trade Remedies Authority (TRA) has officially released the conclusion of its review of safeguard measures currently applied to imported steel products. Specifically:
1. General Information on the Case
On February 28, 2025, the TRA self-initiated a review of safeguard measures on certain categories of steel products, based on review data indicating significant changes in circumstances since the measure was first applied—particularly the changes in import volumes from some developing countries.
On June 30, 2025, the TRA officially issued its review conclusions.
- Scope of review: 14 categories of steel products
- Review period: Calendar year 2024

2. Review Conclusions: Adjustment of Exemption List and Quota Allocation
Following the investigation, the TRA made the following adjustments:
- Updated list of developing countries exempt from safeguard measures:
The TRA proposed removing six countries from the exemption list—Vietnam, China, India, Egypt, the UAE, and Turkey—as each exceeded the 3% import share threshold during the investigation period (January 1, 2024 to December 31, 2024).
This update is consistent with Article 9.1 of the WTO Agreement on Safeguards. - Adjustment of tariff rate quota (TRQ) measures:
- Quotas will increase slightly by 0.1% every six months starting from July 1, 2025;
- Unused quotas cannot be carried forward to the next period;
- Countries with specific quotas cannot use residual quotas in the final quarter;
- A cap will be imposed on residual quotas starting July 1, 2025, as follows:
- Category 4 (Metal-coated steel): 15%
- Category 7 (Non-alloy and other alloy quarto plates): 20%
- Category 13 (Rebar): 20%
Regarding Vietnam, the TRA intends to adjust the TRQ allocation for certain steel product categories as follows:
- Category 1A (Non-alloy and other alloy hot-rolled sheets and strips for commercial use): Previously exempted, this product will now be subject to residual quotas starting July 1, 2025.
- Category 1B (Non-alloy and other alloy hot-rolled sheets and strips for production use): Also previously exempted, this product will now be subject to global tariff quotas.
- Category 5 (Organic-coated steel products): Previously subject to residual quotas, this product will now be exempted from safeguard measures as of July 1, 2025.
