On July 10, 2024, the U.S. Department of Commerce (DOC) issued the final conclusion of the scope review and anti-circumvention investigation of wooden cabinets imported from Vietnam.
On April 21, 2020, the DOC imposed anti-dumping and countervailing duties on wooden cabinets imported from China into the U.S. market. The anti-dumping duties ranged from 4.37% to 262.18%, and the countervailing duties ranged from 13.33% to 293.45%.
On May 24, 2022, the DOC announced an investigation to determine whether wooden cabinets imported from Malaysia and Vietnam, using materials from China, constituted circumvention of the anti-dumping and countervailing duties imposed on China.
On September 21, 2022, the DOC extended the deadline for issuing the final scope determination by 177 days, until March 17, 2023. On March 16, 2023, the DOC issued preliminary scope rulings.
Over the next two years, the DOC repeatedly extended the deadline for issuing the final scope determination, with the latest extension on June 6, 2024.
Final Conclusion on Scope Review and Anti-Circumvention Investigation of Vietnamese Wooden Cabinets
According to the final conclusion of the scope review and anti-circumvention investigation of wooden cabinets imported from Vietnam, the DOC provided the following information:
Scope Review Investigation: The DOC maintained the preliminary findings adjusted in September 2023. It determined that three types of wooden cabinets imported from Vietnam with parts produced in China fall within the scope of the existing duties on China, including:
- Products with doors, drawer faces, and wooden frames produced in China, assembled in Vietnam, and combined with cabinet boxes and drawer boxes produced in Vietnam.
- Products with semi-finished doors, drawer faces, and wooden frames produced in China, further processed in Vietnam, and combined with cabinet boxes and drawer boxes produced in Vietnam.
- Products with semi-finished components of doors, drawer faces, and wooden frames (including rails, stiles, and panels) produced in China, further processed in Vietnam, and combined with cabinet boxes and drawer boxes produced in Vietnam.
Anti-Circumvention Investigation: The DOC has terminated the entire anti-circumvention investigation regarding anti-dumping and countervailing duties on wooden cabinets imported from Vietnam.
