On September 10, 2025, the Trade Remedies Authority of Vietnam received an application from representatives of the domestic industry (the Applicant) requesting an investigation into the alleged circumvention of anti-dumping measures on hot-rolled steel (HRC) products with a width greater than 1,880mm and less than 2,300mm, originating from China.
As of September 18, 2025, the Investigating Authority confirmed that the application was complete and valid in accordance with Vietnam’s trade remedy regulations.
Next Steps
Pursuant to Article 88 of Decree No. 86/2025/NĐ-CP dated April 11, 2025, within 45 days from the receipt of a complete and valid application, the Investigating Authority will conduct a detailed appraisal to submit to the Minister of Industry and Trade for a decision on whether to initiate an investigation. The appraisal will focus on:
a) Determining signs of circumvention of trade remedies;
b) Assessing changes in the volume and value of imports from countries/territories following the initiation or application of the initial trade remedy measure;
c) Establishing evidence that circumvention has caused injury or reduced the effectiveness of the existing trade remedy measure against the domestic industry.
