The Trade Remedies Authority of Vietnam (the investigating authority) announced that it has officially determined that the petition requesting the initiation of an anti-dumping investigation into prestressed steel bars originating in China is complete and valid in accordance with Vietnam’s trade remedy regulations.
Previously, on April 3, 2026, the Trade Remedies Authority received a petition submitted by enterprises representing the domestic industry, requesting an anti-dumping investigation into prestressed steel bars imported from China. Following its review, on June 9, 2026, the investigating authority confirmed that the petition satisfied all requirements under the applicable regulations.
Pursuant to Article 70 of the Law on Foreign Trade Management, within 45 days from the date on which the petition is determined to be complete and valid, the investigating authority will conduct an appraisal and submit its findings to the Minister of Industry and Trade for consideration of whether to initiate or decline to initiate an investigation.
The appraisal process will focus on determining whether the applicants legally represent the domestic industry and examining evidence relating to the alleged dumping practices of the imported products. It will also assess whether such imports have caused or threaten to cause material injury to the domestic industry, or materially retard the establishment of a domestic industry.
To facilitate the appraisal process and safeguard the legitimate rights and interests of the relevant enterprises, the Trade Remedies Authority has requested domestic producers or traders of like products to provide information regarding their enterprises, design capacity, and output of prestressed steel bars during the period from 2021 to 2025. Enterprises are also invited to express their views on the case, including whether they support, oppose, or have no opinion regarding the petition. In addition, enterprises are encouraged to submit any documents and evidence they consider relevant.
The deadline for submitting information to the Trade Remedies Authority is June 30, 2026.
The acceptance of a valid petition marks the first step in the process of considering the possible application of trade remedy measures to prestressed steel bars imported from China. Should the case be initiated, it will provide the basis for the competent authorities to assess the impact of imports on the domestic industry and consider the imposition of anti-dumping measures in accordance with Vietnamese law.
