On July 18, 2025, the Minister of Industry and Trade issued Decision No. 2093/QD-BCT, officially initiating an anti-dumping investigation into certain clear float glass products originating from the Republic of Indonesia and Malaysia (Case Code: AD22), based on a valid request submitted by the domestic industry.
To collect information and data necessary for the investigation process, the Trade Remedies Authority of Vietnam (Investigating Authority) has issued a questionnaire for domestic producers and importers involved in the investigated products.
Information on the Investigation Questionnaire
- Scope of application: Domestic producers of clear float glass and importers of clear float glass products originating from Indonesia and Malaysia.
- Deadline for submission: Before 17:00 (Hanoi time), September 10, 2025.
- Submission methods:
- Online via the official portal: https://online.trav.gov.vn
- Detailed instructions on submission procedures and technical requirements are provided in Appendix 3 attached to the questionnaire.
Requirements for Businesses
The Investigating Authority requests all relevant domestic producers and importers to proactively review, complete, and submit their responses within the prescribed deadline, and to fully cooperate throughout the investigation. Complete, honest, and timely responses serve as a critical basis for the Investigating Authority to assess and reach an accurate conclusion in the case.
In cases where no response is received by the deadline, or if the response is incomplete or inconsistent with the investigation requirements, the Investigating Authority will apply the provisions under Article 10 of Decree No. 10/2018/ND-CP on non-cooperation in trade remedy investigations. This may result in the use of available adverse facts against the non-cooperative party.
Note to Importers
To safeguard their interests, importers are advised not only to complete their own questionnaire but also to inform and encourage their exporting partners in Indonesia and Malaysia to respond to the questionnaire designated for foreign producers/exporters.
All details regarding how to respond, the number of copies required, format, and submission deadline are clearly specified in the documentation attached to the questionnaire. Businesses are advised to carefully review the guidance before responding.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
