On August 19, 2022, the Ministry of Industry and Trade (MOIT) issued Decision No. 1640/QĐ-BCT on the final review results of the anti-dumping measures applied to certain H-beam steel products originating from the People’s Republic of China. According to this decision, the anti-dumping measures will be extended for an additional five years to ensure stability and effectiveness in protecting the domestic production sector.
Pursuant to Clause 1, Article 51 of Decree No. 86/2025/ND-CP dated April 11, 2025, the review process is conducted annually during the first four years from the date the anti-dumping measure or its extension takes effect. During this period, any party requesting a review has the right to submit a dossier in accordance with legal regulations. Under this framework, the Trade Remedies Authority received a dossier submitted by a manufacturing enterprise in China, requesting a review of the application of the anti-dumping measure specifically on its operations.
After examining and evaluating the dossier in compliance with legal requirements, on November 21, 2025, the Ministry of Industry and Trade issued Decision No. 3411/QĐ-BCT on the third review of anti-dumping measures applied to certain H-beam steel products originating from China, under case code AR03.AD03. This decision marks the next step in the review process to ensure that the application of trade remedy measures aligns with actual conditions and legal regulations.
To protect the rights and interests of relevant organizations and individuals, the Trade Remedies Authority recommends that entities involved in the production, import-export, or trading of the products under review register to participate as interested parties. Registration must be completed using the prescribed form and submitted to the investigating authority via the TRAV ONLINE system within sixty working days from the effective date of the decision. In addition to online submission, registration forms may also be sent by postal mail or email, depending on each entity’s circumstances.
The deadline for registering as an interested party is February 23, 2026. Timely participation allows organizations and individuals to safeguard their rights, provide relevant information, and stay updated on developments throughout the review process.
