Vietnam Initiates Sunset Review of Anti-Dumping Measures on Certain Imported Welding Materials

On June 19, 2026, the Ministry of Industry and Trade (MOIT) issued Decision No. 1453/QD-BCT to initiate a sunset review of the anti-dumping measures currently imposed on certain welding materials originating from Malaysia, Thailand, and China (Case No. ER01.AD15).

The review is being conducted after four years of the application of the anti-dumping measures, in accordance with Vietnam’s obligations under the rules of the World Trade Organization (WTO) and its domestic trade remedy legislation. The purpose of the review is to assess the necessity of maintaining the existing measures and to examine the potential socio-economic impacts that may arise if the measures are either extended or terminated.

During the investigation, the investigating authority will collect and analyze information provided by interested parties in order to assess several key issues, including: (i) the likelihood of continuation or recurrence of dumping if the anti-dumping measures are terminated; (ii) the likelihood that the domestic industry would continue to suffer material injury or face a threat of material injury should the measures cease to apply; and (iii) the socio-economic impacts of maintaining the trade remedy measures.

Upon receiving information from interested parties, the Ministry of Industry and Trade will conduct examination and verification procedures to ensure the accuracy and reliability of the data before issuing its final determination in the case.

The Ministry of Industry and Trade recommends that organizations and individuals involved in the production, importation, exportation, distribution, trading, or use of products subject to the review proactively register as interested parties. Timely and comprehensive participation will help ensure that interested parties are able to protect their legitimate rights and interests throughout the investigation process.

Under the applicable regulations, registration as an interested party must be made using the form prescribed in Appendix I attached to Circular No. 26/2025/TT-BCT. Applications may be submitted through the Trade Remedies Online Application and Submission System (TRAV ONLINE) within 60 working days from the effective date of the review decision. In addition to online submission, applications may also be sent by post or email to the investigating authority.

Relevant documents, including Decision No. 1453/QD-BCT dated June 19, 2026, the Interested Party Registration Form, and the User Guide for the TRAV ONLINE system, have been published by the Ministry of Industry and Trade for reference and for the completion of the required procedures in accordance with applicable regulations.
