On 27 July 2026, the Ministry of Industry and Trade of Vietnam (“MOIT”) issued Decision No. 1903/QĐ-BCT, under which Vietnam initiates anti-dumping investigation prestressing steel bar China. According to the initiation decision, the investigation aims to determine whether imports of certain prestressing steel bar products from China are being dumped into the Vietnamese market and whether such imports have caused or threaten to cause material injury to Vietnam’s domestic industry.

All interested parties, including foreign manufacturers, exporters, importers, industry associations, and other stakeholders, may participate in the investigation by registering as interested parties with MOIT and submitting comments, factual information, legal arguments, and supporting evidence.

Note: In practice, MOIT generally selects three to five of the largest foreign producers/exporters for individual examination and requires them to complete the full questionnaire. Foreign producers/exporters that submit the sampling questionnaire on time but are not selected for individual examination are generally assigned the weighted-average anti-dumping duty calculated based on the margins determined for the selected cooperating respondents.

By contrast, foreign producers or exporters that fail to submit the sampling questionnaire within the prescribed deadline are typically treated as non-cooperating interested parties and may be subject to the highest anti-dumping duty determined in the investigation.

What You Should Do

All foreign manufacturers and exporters of the investigated products are strongly encouraged to participate in the investigation from its earliest stage.

Specifically, companies should:

  • Register as an interested party with MOIT before 16 October 2026;
  • Closely monitor and respond to the Sampling Questionnaire within the prescribed deadline;
  • Prepare all necessary information and supporting documents for the questionnaire responses.

Failure to cooperate fully with the investigating authority may result in the application of Adverse Facts Available (AFA), which could lead to substantially higher anti-dumping duty rates.
