On 13 June 2025, the Ministry of Industry and Trade issued Decision No. 1686/QĐ-BCT initiating a sunset review of the anti-dumping and countervailing measures applied to certain sugar products originating from Thailand (case code: ER01.AD13-AS01).
The sunset review is conducted to assess the likelihood of continuation or recurrence of dumping and subsidization, as well as the extent of injury to the domestic industry should the current measures be terminated. This procedure is carried out prior to the expiry of trade remedy measures in accordance with the laws of Vietnam.
To ensure a comprehensive and objective examination, pursuant to Point d, Clause 2, Article 82 and Point d, Clause 2, Article 90 of the Law on Foreign Trade Management No. 05/2017/QH14, on 25 February 2026 the Ministry of Industry and Trade issued Decision No. 342/QĐ-BCT extending the deadline for the sunset review of the above-mentioned case by an additional three months. Accordingly, the investigation period is extended until 13 June 2026.
The extension indicates that the competent authority requires additional time to collect and analyze information and to thoroughly assess all relevant factors, including the import situation of sugar products from Thailand, the impact on the domestic sugar industry, and data submitted by interested parties. The decision to extend the review period does not immediately alter the validity of the existing measures but merely prolongs the review process prior to the issuance of a final determination.
Interested parties to the case remain obligated to continue cooperating and to provide information and documentation as requested throughout the extended investigation period. Full and timely cooperation will constitute an important basis for the investigating authority to objectively assess the legitimate rights and interests of each party.
Decision No. 342/QĐ-BCT dated 25 February 2026 has been publicly disclosed in accordance with applicable regulations; organizations and individuals concerned may access and download the document pursuant to the guidance set out in the official notice.
