On 1 August 2022, the Ministry of Industry and Trade issued Decision No. 1514/QD-BCT on the application of anti-circumvention measures against trade remedy measures on certain sugar products, under case code AC02.AD13-AS01.
Subsequently, on 3 June 2025, the Trade Remedies Authority of Vietnam (TRAV) received an application for a new exporter review in the above-mentioned case, submitted by Myanmar Evergreen Sugar Co., Ltd. The application requested the examination of the company’s eligibility as a new exporter within the scope of the anti-circumvention measures currently applied to the relevant sugar products.
Pursuant to Article 99 of Government Decree No. 86/2025/ND-CP dated 11 April 2025, detailing a number of provisions of the Law on Foreign Trade Management regarding trade remedy measures, on 26 November 2025, TRAV issued Notice No. 287/TB-PVTM, confirming that the application for a new exporter review submitted by Myanmar Evergreen Sugar Co., Ltd., as supplemented on 6 November 2025, was complete and valid.
Based on the Law on Foreign Trade Management and the guiding regulations under Decree No. 86/2025/ND-CP, on 31 December 2025, the Ministry of Industry and Trade issued Decision No. 3804/QD-BCT on the initiation of a new exporter review in the case concerning the application of anti-circumvention measures against trade remedy measures on certain sugar products, with case code NR04.AC02.AD13-AS01.
To ensure the lawful rights and interests of relevant organizations and individuals, TRAV recommends that interested parties register their participation in the case by submitting the Application for Registration as an Interested Party in accordance with the template provided in Appendix I to Circular No. 26/2025/TT-BCT. Registration dossiers should be submitted to the investigating authority via the Trade Remedies Online Case Management System (TRAV ONLINE) at http://online.trav.gov.vn within 60 working days from the effective date of the review decision.
