Vietnam has begun receiving submissions requesting a review of the anti-dumping measures currently applied to prestressed steel strand imported from Malaysia, Thailand, and China. These products have been subject to anti-dumping duties under case code AD17, which has drawn attention from importers, domestic manufacturers, and other market participants who may be affected by the measures.
The review process follows the Ministry of Industry and Trade’s earlier decision issued on 14 January 2025 under Decision No. 143/QĐ-BCT. That decision established definitive anti-dumping duties on the product group after an investigation confirming the existence of dumped imports from the three countries.
Under Vietnamese trade remedy regulations, once definitive duties are imposed, interested parties may request a review to re-evaluate the necessity, scope, or level of the measures based on updated market conditions.
In accordance with Decree No. 86/2025/NĐ-CP, parties eligible to request a review include domestic producers, importers, foreign exporters, and other stakeholders with a legitimate interest in the matter.
Any request for review must be supported by sufficient information and evidence as prescribed in Clause 1, Article 57 of the Decree. Such evidence typically relates to changes in dumping margins, production costs, market dynamics, or other factors demonstrating why a review is warranted at this stage.
Applications must be submitted no later than 14 December 2025. Parties preparing submissions are encouraged to provide comprehensive data and clear justification to ensure that their request is considered valid under Vietnam’s trade remedy framework.
