On October 13, 2021, the Ministry of Industry and Trade issued Decision No. 2302/QĐ-BCT on the imposition of official anti-dumping duties on certain polyester staple fiber products originating from India, Indonesia, Malaysia, and China. This case is registered under code AD10.
Pursuant to Clause 1, Article 52 of Decree No. 86/2025/NĐ-CP dated April 11, 2025, detailing several provisions of the Law on Foreign Trade Management regarding trade remedies, the investigating authority is responsible for announcing the receipt of requests for a final review no later than 15 months before the expiry of the anti-dumping measures.
The contents of the final review shall be conducted in accordance with Clause 2, Article 82 of the Law on Foreign Trade Management and Clauses 3 and 4, Article 52 of Decree No. 86/2025/NĐ-CP.
If domestic producers fail to submit a request for final review within the prescribed timeframe or submit an incomplete or invalid dossier, the Minister of Industry and Trade may decide not to extend the anti-dumping measures, pursuant to Points a and b, Clause 7, Article 62 of Decree No. 86.
Accordingly, the Vietnam Trade Remedies Authority officially announces the receipt of requests for a final review of the anti-dumping measures currently applied in case AD10. Pursuant to Clause 2, Article 52 of Decree No. 86, relevant parties may submit review requests within 30 days from the date of this announcement. The deadline for submission is July 31, 2025.
