Recently, the General Directorate of Imports of the Turkish Ministry of Trade (DGI) issued a notice extending the application of safeguard duties on toothbrush products imported into Turkey. Vietnam is one of the countries with significant imports of the taxed products into Turkey.
On February 2, 2021, the DGI issued a Notice of Application of Safeguard Duties, which had global application and was effective from February 3, 2021, to February 2, 2024. The investigated/safeguarded product is toothbrushes with HS code 9603.21.00.00.19.
The investigation is conducted by the Turkish investigating authority. To assess the situation of domestic production after applying safeguard measures, an evaluation of all relevant factors of an objective and quantifiable nature has been conducted for the periods of 2019-2022 and from January to June of the period 2022-2023.
The domestic toothbrush market has narrowed since 2022 due to reduced imports and consumption. Both total imports and the import-to-domestic-production ratio of the investigated product have decreased since 2021.
The import market share has also decreased since 2021, while the share of imports from Vietnam and China (the two main exporters to Turkey of the investigated product) reached 31% and 40%, respectively, in 2022. The unit price for total imports has increased since 2021. (Data submitted by petitioner companies accounted for a large proportion of the total production volume of related domestic products according to 2022 figures).
Domestic toothbrush consumption has decreased since 2022 at PUC. Production figures fluctuate annually and declined in the first half of 2023. End-of-period inventory levels have increased steadily year over year. Domestic sales revenue has increased since 2022.
While domestic production capacity has remained unchanged over time, the utilization rate of PUC capacity fluctuates parallel to production, and the CUR index indicates a decline in the first half of 2023.
Despite continuously improving employment figures throughout PUC, productivity data indicates a continuous decline in PUC. There are dynamic developments, with domestic manufacturers’ profits reaching their highest levels in 2022 but decreasing in the first six months of 2023.
The deadline for extending the application of safeguard duties is from February 3, 2024, to February 2, 2027.
In the First Period (February 3, 2024 – February 2, 2025), the safeguard duty rate is $0.13 per unit.
In the Second Period (February 3, 2025 – February 2, 2026), the safeguard duty rate is $0.11 per unit.
In the Third Period (February 3, 2026 – February 2, 2027), the safeguard duty rate is $0.09 per unit.
