Recently, on April 21, 2022, the Department of Trade and Industry Philippines concluded the investigation of applying safeguard measures against low-density plastic (LLDPE). The HS code of the case is 3901.10.12; 3901.10.92; 3901.40.00; 3901.90.90.
After a thorough investigation, the Philippines has come to the conclusion that there has been no increase in imports of the goods under investigation into the Philippines in the case of the investigation into the application of safeguard measures against low-density plastics.
Once the conclusion of the low-density plastic (LLDPE) safeguard investigation has been published, stakeholders can submit their comments on the investigation results to TC within 5 working days at the e-mail address: [email protected].
The comments will be carefully considered and may influence the final decision of the Department of Trade and Industry Philippines.
Conclusion of the investigation of applying safeguard measures against low-density plastic
The case of anti-dumping investigation for high-density plastic (HDPE) and low-density plastic (LLDPE) has been previously announced by the Trade Remedies Department.
Immediately after receiving the information, the Trade Remedies Department sent a dispatch to notify the Vietnam Plastics Association and a number of businesses related to the investigation to support businesses producing the investigated items.

On September 22, 2020, the Trade Remedies Department sent a letter of consultation to the Department of Trade and Industry Philippines expressing its opinions on the case and requesting the Department of Trade and Industry Philippines to exclude Vietnam from the scope of application of the safeguard measure in accordance with the provisions of the Agreement on Safeguard Measures of the WTO.
