The Ministry of Industry and Trade is collecting opinions on the Draft Circular amending and supplementing Circular No. 10/2018/TT-BCT detailing a number of articles of Decree No. 40/2018/ND-CP of the Government on multi-level marketing management. Accordingly, the draft supplements the process of organizing the multi-level sales knowledge test for local representatives with 2 options. Specifically, in option 1, the Department of Competition and Consumer Protection organizes a knowledge test for local representatives. Option 2, the Department of Competition and Consumer Protection and the Department of Industry and Trade organize a knowledge test for local representatives. The process focuses on checking the completeness and validity of the registration dossier for knowledge verification for the local representative according to regulations. Along with that, plan the time, place, and method of inspection and notify in writing the Department of Competition and Consumer Protection of the organization of the inspection in case the Department of Industry and Trade of provinces, cities The city directly under the Central Government organizes the examination.
Reduced requirements for assessment of test results

As for the knowledge test for local representatives, the test with less than 70 points for the multiple-choice tests and less than 50 points for an essay test is unsatisfactory.
