Recently, Decision No. 706/QD-BCT applying temporary anti-dumping duty on a number of welding material products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China was issued by the Ministry of Industry and Trade on April 15, 2022. According to the details of the decision, the temporary anti-dumping duty rate that is applied to 03 countries that are Malaysia, the Kingdom of Thailand, and the People’s Republic of China will be between 0% and 36.56%.
Decision No. 706/QD-BCT applying temporary anti-dumping duty in Vietnam on some welding material products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China by The Ministry of Industry and Trade is based on the provisions of the Law on Foreign Trade Management and related regulations as well as the Anti-Dumping Agreement of the World Trade Organization.

All investigation procedures to issue anti-dumping duties comply with regulations and international treaties to which Vietnam is a signatory.
Accordingly, the Ministry of Industry and Trade has coordinated with relevant units to carefully review and evaluate the impact of the dumping behavior of imported goods on the activities of the domestic manufacturing industry. From there, the Ministry of Industry and Trade determines the level of dumping of manufacturers and exporters of Malaysia, Thailand, and China, and draws conclusions about the impact of dumping behavior on downstream industries and consumers of the goods under investigation.
Preliminary conclusion in the case of anti-dumping investigation for some welding material products
According to the official conclusion of the Ministry of Industry and Trade, during the investigation period, the amount of investigated goods imported from Malaysia, Thailand, and China increase both in absolute and relative to the total domestic consumption and production volume of the domestic industry. This is the main cause of significant damage to the domestic manufacturing industry.
Currently, the capacity of the domestic industry for stainless steel (Inox) welding rod products is 6 thousand tons, and for welding wire is 66 thousand tons. The capacity mentioned above can fully meet the needs of domestic use.
In addition, the welding materials industry is a supporting industry that is being encouraged and prioritized for development according to Resolution 115/NQ-CP dated August 6, 2020, of the Government on solutions to promote the development of supporting industries..
In order to solve the case of the anti-dumping investigation on some welding material products, the Ministry of Industry and Trade will continue to work with stakeholders in the coming time to collect detailed information about the case, make a comprehensive impact assessment on stakeholders and reach a final conclusion.
