On March 18, 2022, the Ministry of Industry and Trade issued Decision No. 348/QD-BCT extending the time limit for investigating the application of anti-circumvention measures against trade remedies for some cane sugar products by 02 more months. Specifically, the deadline for investigating the case of applying anti-circumvention measures to some cane sugar products (AC02.AD13-AS01) is May 21, 2022.
On September 21, 2021, the Vietnamese Ministry of Industry and Trade issued Decision No. 2171/QD-BCT on investigating and applying measures to prevent evasion of trade remedies against dumping and anti-subsidy on cane sugar products originating from Thailand accused of evading through 5 ASEAN countries including Laos, Cambodia, Indonesia, Malaysia, and Myanmar.
To serve the investigation process, on October 25, 2021, the Investigation Agency has sent an investigation questionnaire to stakeholders, including foreign manufacturing/exporting enterprises, domestic manufacturing enterprises, and importing enterprises, to collect information in order to analyze, evaluate and clarify the allegations as well as investigate acts of evading anti-dumping and anti-subsidy measures.
During the process of receiving the survey questionnaire, the Investigation Agency received requests for an extension of the time to respond to the questionnaire from a number of stakeholders. After considering the requests, the Investigation Agency announced the extension of the time to answer the questionnaire until 15:00 on December 16, 2021 (Hanoi time).
Next, in order to assist the stakeholders in the investigation, the Trade Remedies Department held a public consultation session in investigating the application of trade remedies to a number of cane sugar products that took place in the period from 14:00 to 17:00 on March 9, 2022 (Hanoi time).

Based on Article 82 of Decree 10/2018/ND-CP detailing a number of articles of the Law on Foreign Trade Management on trade remedies, in order to ensure the investigation of the case of application of anti-circumvention measures against trade remedies for cane sugar products were carried out in a comprehensive and objective manner, taking full account of the information provided by stakeholders, The Ministry of Industry and Trade has issued Decision No. 348/QD-BCT extending the time limit for investigating the application of anti-circumvention measures against trade remedies for some cane sugar products for another 2 months with the deadline for the investigation of the case is May 21, 2022.
