The Department of Foreign Trade of Thailand (DFT – Thailand’s trade remedy investigating authority) has recently issued a notice of initiation of a safeguard investigation on polypropylene imports, effective from August 29, 2025.
Product under investigation: Polypropylene, classified under HS codes: 3902.10.30.001, 3902.10.30.090, 3902.10.40.001, 3902.10.40.090, 3902.10.90.001, 3902.10.90.090, 3902.30.30.001, 3902.30.30.090, 3902.30.90.001, 3902.30.90.090, and 3902.90.90.000.
Petitioners: HMC Polymers Co., Ltd., Thai Polyethylene Co., Ltd., and IRPC Public Co., Ltd.
According to DFT, the petitioners provided evidence of a surge in imports. Specifically, import volumes increased from 228,365 tons in 2020 to 390,583 tons in 2023 (an increase of 71.03%). In the first three quarters of 2024, imports reached 297,871 tons, rising to 351,764 tons in the same period of 2025 (an increase of 18.09%).
DFT stated that this increase has caused or threatens to cause serious injury to Thailand’s domestic industry, reflected in declining market share, sales, production, capacity utilization, and profitability.
Rights of Interested Parties
Importers, exporters, and interested parties may submit relevant information, comments, and evidence to DFT.
- Deadline: 16:30 ICT (GMT+7), September 24, 2025, for parties in Thailand.
- Deadline: October 1, 2025, for parties outside Thailand.
Recommendations from the Trade Remedies Authority of Vietnam (TRAV) to Vietnamese Businesses
- For the Vietnam Plastics Association: Inform relevant manufacturers and exporters and recommend active participation by submitting comments, information, and evidence.
- For manufacturers and exporters:
- Proactively provide information to the investigating authority (submit questionnaire responses, comments, etc.) to demonstrate that there has been no sudden surge in imports, or that imports are not the cause of injury to Thailand’s domestic industry.
- Note that failure to provide information may result in the investigating authority using available data, which is often unfavorable to enterprises.
- Actively contact and coordinate with TRAV for timely support.
