On July 22, 2025, Taiwan’s trade remedy investigation authority published an official notice announcing its decision to impose anti-dumping duties on cement and clinker originating from Vietnam.
The investigation was initiated on August 8, 2024, following a petition filed by the Taiwan Cement Manufacturers Association. The investigated products include Portland cement and clinker classified under HS codes 2523.29.90.00.2 and 2523.10.90.00.3. The period of investigation for dumping behavior was set from July 1, 2023, to June 30, 2024.
On February 10, 2025, the investigating authority issued a preliminary determination, identifying individual dumping margins for seven Vietnamese producers and exporters that qualified as cooperative parties. The remaining companies were subject to the all-others rate, as they either did not export the investigated products to Taiwan during the investigation period and/or failed to submit questionnaire responses in accordance with the prescribed format, content, and deadlines.
Preliminary anti-dumping duties ranged from 16.42% to 23.75%. However, the authority decided not to impose provisional measures on Vietnamese exporters, citing the absence of actual material injury to the domestic industry during the investigation period, despite the existence of reasonable indications of a threat of substantial injury in the foreseeable future.
On June 27, 2025, Taiwan’s Ministry of Economic Affairs (MOEA) issued its final injury determination, concluding that the dumping practices of Vietnamese companies posed a significant threat of serious injury to the domestic cement industry.
Based on these findings, on July 22, 2025, Taiwan’s investigating authority officially announced the imposition of definitive anti-dumping duties on the subject goods from Vietnam, with rates ranging from 13.59% to 23.20%. The measures will remain in effect for five years, from July 28, 2025, to July 27, 2030.
Within two months from the date of the final decision, affected producers and exporters may file an appeal with the Taipei Administrative Court, Taiwan, should they disagree with the investigation results and imposed measures.
