On August 8, 2024, Taiwan’s Trade Remedies Authority (comprising the Ministry of Finance (MOF) and the Ministry of Economic Affairs (MOEA)) officially announced the initiation of an anti-dumping investigation into cement and clinker originating from or imported from Vietnam.
The products under investigation are cement and clinker classified under Taiwan (China) import codes 2523.29.90.00.2 and 2523.10.90.00.3. The petitioner is the Taiwan Cement Manufacturers Association (China).
The investigation period for dumping is from July 1, 2023, to June 30, 2024. The alleged dumping margin for Vietnam is 16.99%. The petitioner has named 07 Vietnamese companies. In addition to these 07 companies, other exporters of the investigated products to Taiwan should proactively contact the investigation agency to register as interested parties and receive the investigation questionnaire.
Failure to register may result in being subjected to the national anti-dumping duty rate, which is often unfavorable and not reflective of the specific circumstances of the company. Within 20 days of the announcement, all 7 named companies and any other unlisted producers and exporters must submit confirmation of their participation to facilitate the investigation.
In the coming period, the MOF will investigate the anti-dumping practices of Vietnamese companies concerning cement and clinker. The MOEA will investigate the damage to the domestic industry.
The MOF and MOEA will coordinate their investigations, issue preliminary and final conclusions, conduct on-site verifications, and hold hearings to verify information necessary for decisions on dumping practices, domestic industry damage, and causal relationships.
If damage to the domestic industry is confirmed and a causal relationship between the dumping practices and the harm is established, the investigation agency will impose anti-dumping duties on the companies involved.
