Policies to support employment for employees of the Vietnam government

During the Covid-19, many businesses have had to take a huge hit because of the social distancing and the travel restriction orders. To relieve the burden of the business, many business owners have had to lay off their employees, creating a status of unemployment spreading across the country of Vietnam. 

Although the Covid-19 pandemic is inevitable because it is a global pandemic, spreading all over the way. Nonetheless, the restriction orders of the Government are strictly on that government’s own will and policy. 

There have been many countries that choose to live with the Covid-19 pandemic and consider it no more than a normal disease. They open their borders and take no actions to restrict the movement of their citizens. Accordingly, the businesses in those countries are free to operate and the status of unemployment remains largely the same compared to before the pandemic. 

There are still many debates over what solution is the best and practical, protecting the life of the citizens or the economy. 

Nonetheless, it can be interpreted that the choice of restriction is the choice of the government, not the people.

So, when people suffer from those restrictions, what is the role of the Government?

The role of the Vietnam Government in the support to the employees

In order to help the employees and the employers during the Covid-19 pandemic, the Government has issued and implemented a series of policies to support businesses, people and employees.

During the beginning of October, at Vietnam Labor Skills Day 4/10, President Nguyen Xuan Phuc sent a letter calling for the improvement of labor skills in order for Vietnam to beat the epidemic and prosper. In the Letter, the President affirmed: “A highly-qualified, skilled, and efficient workforce is an invaluable resource and a decisive factor in the development of each country”. 

Accordingly, the President proposed to the National Assembly and the Government, and ministries, branches, and localities prioritize resources and take drastic action to develop skilled human resources. At the same time, he called on the business community and employers to continue to actively participate in the career of supporting training and improving vocational skills for employees.

Many policies on training and fostering vocational skills for employees have also been issued and are being implemented such as Resolution No. 68/NQ-CP and Decision No. 23/2021/QD-TTg on the implementation of a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic.

The Government has also issued Decision 1446/QD-TTg dated August 30, 2021, approving the program “Pilot training and retraining to improve human resource skills to meet the requirements of the Fourth Industrial Revolution”.

On October 12, the Government issued Resolution 128/NQ-CP temporarily providing for “safe adaptation, flexibility, and effective control of the Covid-19 epidemic”, creating a consistent policy framework for the implementation of the regulations in order to fight the Covid-19 pandemic.

With this Resolution, the circulation of goods, transportation, production, business activities, and the labor market will thrive.

The Government is also building a draft Economic Development and Recovery Program for the period of 2022 – 2023. This plan’s main focus is to help the country build back better from the Covid-19 pandemic, restore productivity, increase support for social security and vocational training,…
