On September 30, 2025, the Ministry of Economy of Mexico announced the initiation of an anti-dumping investigation concerning certain steel wire ropes imported from Malaysia and Vietnam.
Case information
The product under investigation is steel wire rope — a collection of steel strands twisted around a core. The diameter of the investigated products ranges from 3.18 mm to 79.38 mm (equivalent to 1/8 inch to 3 1/8 inch).
The HS codes subject to investigation include 7312.10.01, 7312.10.05, 7312.10.07, and 7312.10.99.
The petitioner in this case is Deacero, S.A.P.I. de C.V.
The period of investigation (POI) for dumping practices is from January 1, 2024, to December 31, 2024.
The injury investigation period is from January 1, 2022, to December 31, 2024.
Mexico is expected to use domestic sales transactions in the country under investigation as the reference for determining the normal value of the exported products.
According to the initiation notice, the total import value of steel wire ropes into Mexico increased by 24% during 2022–2024. The import growth was 14% in 2023 and 9% in 2024. Malaysia currently accounts for the largest share (21%), followed by Vietnam (17%), the United States (12%), India (10.4%), South Korea (10%), Thailand (9%), and Germany (6%).
Information submission requirements
The deadline for registration as an interested party is 23 working days, starting five days after the publication date of the initiation notice (i.e., from September 30, 2025).
The Ministry of Economy of Mexico has distributed investigation questionnaires to relevant Vietnamese enterprises to collect data for the investigation process. Recipients of the questionnaires may include producers, exporters, or entities involved in the supply chain of the investigated products.
The deadline for submitting questionnaire responses is before November 7, 2025 (Mexico time).
