Indonesia Terminates Investigation and Does Not Impose Anti-Dumping Duties on Homopolymer Polypropylene from Vietnam

On August 6, 2026, the Trade Remedies Authority of Vietnam (TRAV) announced that the Indonesian Anti-Dumping Committee (KADI) had decided to terminate the case and not impose anti-dumping (AD) duties on homopolymer polypropylene (PPH), HS code 3902.10.40, originating from Saudi Arabia, Malaysia, China, the Philippines, South Korea, Singapore, Thailand, and Vietnam.

KADI’s decision was made after considering various factors, including the national interest, economic circumstances, domestic and international geopolitical conditions, protection of downstream industries, and ensuring the supply of input materials to the Indonesian market.

Previously, KADI initiated the investigation in December 2024 and conducted the investigation through June 2026. On June 2, 2026, KADI issued its Final Determination Report, finding dumping and calculating dumping margins ranging from 7.07% to 17.32% for Vietnamese exporters.

During the investigation, the TRAV coordinated with relevant associations and enterprises and submitted comments to KADI on multiple occasions, opposing the imposition of AD measures and requesting that the Indonesian investigating authority fully consider the views and opinions of the Vietnamese Government and enterprises.

Impact on Vietnam’s Plastic Exports

Indonesia’s termination of the case without imposing AD duties is positive for Vietnam’s PPH exports to Indonesia, helping maintain export turnover and creating further opportunities for growth in this market.

According to data from Vietnam Customs, during the period of investigation from April 2023 to March 2024, Vietnam’s PPH exports to Indonesia reached more than USD 160 million. In 2024 alone, exports of this product to Indonesia exceeded USD 200 million.

The TRAV recommends that relevant associations, manufacturers, and exporters continue to closely monitor developments in the Indonesian market, particularly in the event that the case may be reopened or a new trade remedy investigation may be initiated. Enterprises should also proactively balance their production and export activities and avoid excessively rapid growth in the Indonesian market, which could place additional pressure on the country’s domestic industry.

In addition, enterprises should study and understand Indonesia’s trade remedy investigation regulations and procedures, as well as those of their target export markets, to ensure appropriate preparation should a trade remedy case arise in the future.
