On February 1, 2022, the Indian Ministry of Finance issued Decision No. 7/2022-Customs (ADD) on the withdrawal and removal of the order to impose anti-dumping duties on a number of flat-rolled products of steel-plated or coated with an alloy of aluminum or zinc originating or imported from Vietnam, Korea and China.
The case of imposition of anti-dumping tax on flat-rolled products of steel-plated or coated with an alloy of aluminum or zinc is based on the conclusions of the investigating authority. Specifically, on June 23, 2020, the Indian Ministry of Finance issued Decision No. 16/2020-Customs (ADD) on the imposition of anti-dumping duties on some investigated goods imported into India. The anti-dumping duties applied to Vietnamese enterprises are as follows:
Dong A Steel Co. Ltd, 23.63 USD/MT; Hoa Sen Group, 46.87 USD/MT; Tay Nam Steel Manufacturing & Trading Co. Ltd, 48.96 USD/MT; Nam Kim Steel JSC, 81.3 USD/MT; and other manufacturers, 173.1 USD/MT.
This tax was imposed after the General Department of Trade Investigation (DGTR) of the Ministry of Commerce investigated and concluded that the product exported to India by Vietnam, Korea, and China was below the normal value. Consequently, this leads to dumping and affects domestic companies.
Anti-dumping duties imposed pursuant to this notice shall be effective for a period of five years (unless previously revoked, modified, or replaced) from the date of imposition of the provisional anti-dumping duty (date of October 15, 2019).
According to statistics of the International Trade Commission, the annual export volume of aluminum-zinc-coated steel from Vietnamese enterprises to the Indian market is about 170,000 tons, with a turnover of over 140 million USD.
