On November 28, 2023, the Directorate General of Trade Remedies of India (DGTR) officially issued a notice initiating an anti-dumping investigation on stainless steel welded pipe products originating or imported from Thailand and Vietnam.
The goods under investigation are stainless steel welded pipes under HS codes: 7306 40 00, 7306 61 00; 7306 69 00, 7304 11 10, 7304 11 90, 7304 41 00, 7304 51 10, 7304 90 00, 7305 11 29, 7305 90 99, 7306 11 00, 7306 21 00, 7 306 29 19, 7306 30 90, 7306 50 00, 7306 90 11, 7306 90 19, 7 306 90 90.
However, it should be noted that HS codes do not limit the scope of products being reviewed.
The above steel pipe products are currently subject to countervailing duty in India, and are also the subject of investigation in the sunset review of the countervailing duty order.
Exporters/manufacturers interested in exporting the goods under investigation to India may submit comments on the security requirement within 7 days and on the scope of the product under consideration (if any), and propose a product control number (PCN), if applicable, within 15 days of the initiation notice being sent.
Further, the exporters/producers concerned may furnish the information in the form and manner prescribed in the questionnaire to the Authority within 30 days from the date of initiation.

The investigation period starts from April 1, 2022 – March 31, 2023. Regarding damage, the investigation period will include the three most recent financial periods: 2019 – 2020, 2020 – 2021 and 2021 – 2022.
The purpose of the questionnaire is to collect the information needed to complete the survey. Relevant businesses need to provide clear and accurate answers, specify the source of information used and attach supporting documents when necessary. The response documents will be retained by the Investigation Agency for further checking/verification purposes.
It is important that businesses cooperate, respond in good faith, provide complete and accurate information, and absolutely do not provide fabricated or unfounded information. Lack of good faith cooperation can lead to businesses being subject to high duty rates.
The response must be in English and all additional information or other documentation provided must also be in English or accompanied by an English translation and must be certified as accurate by the CEO of the business, fully and present a true and fair view of the accounts and other data to the best of their knowledge.
