On 15 December 2025, Canadian authorities released the final findings of the anti-dumping investigation into steel strapping imported from several countries, including Vietnam. The investigation concluded with differentiated outcomes for Vietnamese exporters depending on their level of cooperation.
For the only Vietnamese company currently exporting steel strapping to Canada that fully participated in the investigation, Canada determined that no dumping had occurred. As a result, this exporter will not be subject to anti-dumping duties. In contrast, other Vietnamese companies that did not participate in the investigation or failed to provide complete information were assigned an anti-dumping duty rate of 25.3%, based on facts available.
With respect to exporters from other countries, Canadian authorities found that dumped imports of steel strapping continued to exist, with anti-dumping duties reaching up to 47.9%. In addition, steel strapping originating from China was found to be subsidized, leading to the imposition of a countervailing duty at a rate of CNY 0.44 per kilogram.
The case is currently under review by the Canadian International Trade Tribunal (CITT), which is assessing whether the imports in question have caused or threaten to cause injury to Canada’s domestic industry. The Tribunal’s final injury determination is expected to be issued before 14 January 2026.
Further details supporting the final determination will be set out in the Statement of Reasons, which the Canadian authorities plan to publish within 15 days from the date of issuance of the final findings.
