United States Issues Final Results of the 20th Administrative Review of Anti-Dumping Duties on Frozen Warmwater Shrimp Imported from Viet Nam

On 3 November 2026 (U.S. time), the U.S. Department of Commerce (DOC) issued its final results in the 20th administrative review (POR20) of anti-dumping duties on frozen warmwater shrimp imported from Viet Nam. The review covers the period from 1 February 2024 to 31 January 2025, with anti-dumping duty rates for the two mandatory respondents ranging from 6.36% to 10.71%, while the separate rate was determined to be 7.59%.

Anti-Dumping Duty Rates in the Final Results

According to the DOC’s final results, the anti-dumping duty rates applicable to the different groups of enterprises are as follows:

  • Two mandatory respondents: Duty rates range from 6.36% to 10.71%, compared with the preliminary rates ranging from 6.30% to 10.76%.
  • Group of 27 companies eligible for separate rates: The applicable rate is 7.59%, calculated using a weighted average based on the duty calculations for the two mandatory respondents.
  • Group of 131 companies subject to the Vietnam-wide rate: The rate remains unchanged at 25.76%.

Compared with the preliminary results, the final duty rates for the two mandatory respondents and the group of companies eligible for separate rates have undergone only minor adjustments. Specifically:

  • For the two mandatory respondents, one duty rate increased slightly from 6.30% to 6.36%, while the other decreased from 10.76% to 10.71%.
  • For the group of companies eligible for separate rates, the duty rate increased from 7.56% to 7.59%.
  • For the group of companies subject to the Vietnam-wide rate, the rate remained unchanged at 25.76%, as no interested party requested a review of this group.

These adjustments in the final results stem from the DOC’s consideration of comments submitted by interested parties and revisions to certain calculation aspects compared with the preliminary results.

Subsequent Procedures and Requirements

After the final results are published in the U.S. Federal Register, the DOC will instruct U.S. Customs and Border Protection (CBP) to assess and collect anti-dumping duties on shipments covered by the review period in accordance with applicable regulations.

The DOC is expected to issue liquidation instructions no earlier than 35 days after publication of the final results in the Federal Register. During this period, shrimp shipments imported from Viet Nam into the United States will remain subject to anti-dumping duty cash deposit requirements at the rates applicable to each company’s status in the proceeding.

Recommendations for Vietnamese Shrimp Exporters

In response to the POR20 results, the Trade Remedies Authority of Viet Nam recommends that Vietnamese shrimp producers and exporters proactively undertake the following measures:

  • Review and accurately identify the anti-dumping duty rate currently applicable to their respective enterprises.
  • Coordinate with U.S. importers to monitor publication of the final results, duty assessment instructions, and requirements relating to anti-dumping duty cash deposits.
  • Continue reviewing, standardizing, and maintaining complete records and supporting documents relating to production, business operations, and export activities. In particular, enterprises should pay close attention to information concerning input materials, production factors, and the raw materials and chemicals used in the manufacturing process to support subsequent administrative reviews.
  • Proactively prepare the necessary resources and maintain close coordination with the Trade Remedies Authority of Viet Nam in subsequent administrative reviews. Enterprises should ensure that all information requested by the DOC is submitted completely, accurately, consistently, and within the prescribed deadlines to minimize the risk of the application of adverse facts available (AFA).

The POR20 results indicate that the duty rates applicable to the two mandatory respondents and the group of companies eligible for separate rates have changed only slightly compared with the preliminary results. Nevertheless, Vietnamese shrimp exporters should continue to closely monitor duty assessment instructions issued by the DOC and CBP while maintaining transparent and consistent production and business records to prepare for subsequent administrative reviews.

To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
